OUT with the text-based bash script site builder, IN with uh ...javascript and markdown.

this vastly overhauls the site to use up-to-spec HTML5 with accessible elements, and should be much more friendly to screen readers than before.

leaving this open for a bit for review and comments!

i would like help updating the cronjob and ensuring it works since i have never touched a cron in my life.

i also need to inform officers whose job it is to update the website how to edit it in the future.
